For true streaming of your content a server software or a third party is needed.   This is a must for large file sizes or high number of users.  A third party like Google Video or Youtube are popular for streaming video and audio.    Broadcasting from a home or work computer with a live requires certain options to be installed on a server.  In many cases you will need a seperate server dedicated for that broadcasting.  There are many third party broadcast / streaming server options that are free and popular.
